Pattaya Real Estate Boom After Covid: 2023 Market Recovery


Pattaya knows how to bounce back. The pandemic brought the tourism market to a halt and froze new development, but once restrictions lifted, the city came back with all the energy you would expect.
A Record Year for the Condo Market
In 2023, developers launched 13 new residential projects totaling 7,897 units, with a combined value exceeding 38.7 billion baht. That is the highest launch volume in five years. The names behind these projects carry weight: Sansiri with PTY Residence Sai 1, Owner Group with Once Wongamat, and Asset Wise with Aquarous Jomtien-Pattaya. Established developers making serious bets on the market.
By the end of 2023, Pattaya's total condo supply stood at 47,800 units, of which 76.29%, or 36,471 units, had been sold. Around 24% remained available. Breaking it down by district:
Central Pattaya: 87.28% sold
Jomtien: 79.49%
Na Jomtien: 74.12%
For a market that was widely considered stagnant just two years earlier, these numbers make a compelling case.
Who Is Buying and Why
Two distinct buyer groups are driving demand, which is good news for market stability.
The first group, Europeans and Americans, are not coming for a week at a beach resort. They stay for one to three months, working remotely, and looking for genuine living space rather than a hotel room. This is what fired up demand for luxury condominiums in Wongamat and North Pattaya, as well as in Jomtien. Several beachfront projects in these areas sold out faster than developers had planned.
The second group, Chinese professionals, arrived in Pattaya in meaningful numbers following the relocation of Chinese manufacturing and investment to the Eastern Economic Corridor (EEC). Workers and engineers need housing, and that sustained demand prompted developers to build projects specifically targeting this demographic.
Infrastructure Behind the Numbers
The market recovery is not purely a tourism story. Pattaya sits inside the EEC, Thailand's largest investment development zone. A high-speed rail line is planned to connect three airports: Don Mueang, Suvarnabhumi, and U-Tapao. Tourism revenue in Pattaya already ranks third in the country, and visitor numbers are clearly recovering. Short-term tourists and long-term expats represent two separate housing demand layers, and both are active right now.
What This Means for a Buyer
The market is in recovery-growth mode. New supply is coming online, but in the most sought-after areas it moves quickly. When fewer than 13% of units remain unsold in the city center, the window for selection narrows fast.
Foreign buyers can acquire a condominium on a freehold basis within the 49% foreign ownership quota per project, or on a long-term leasehold. Buying property does not automatically grant a visa or residency status. But owning quality real estate in one of Southeast Asia's most developed resort cities is itself a strong argument. Taking the time to explore options across all Pattaya neighborhoods is a good place to start.
