What Gets Added to the Purchase Price
When registering ownership of real estate in Thailand, the buyer pays three mandatory charges:
a government transfer fee for title registration, from 1 to 2% of the sale price;
a sinking fund contribution to the building's maintenance reserve, based on the unit's size and property type;
initial costs for connecting water and electricity meters, plus the first utility payments.

What CIS Citizens Can Actually Own
Citizens of Russia, Kazakhstan, Uzbekistan, or any other CIS country can purchase a condo unit in full freehold ownership, provided that the share of foreign-owned units in that specific building does not exceed 49% of total floor area. When the freehold quota is full, leasehold is the available route, typically structured as a 30-year term with renewal rights.
